In the news titled Chief Executive Ho Iat Seng Meets with Minister of Industry and Information Technology Li Lecheng, it is stated that Chief Executive Ho Iat Seng met with Minister Li Lecheng in Beijing on the morning of the 4th. The two sides exchanged views on issues including promoting Macao's new-type industrialization, driving the appropriate diversified development of Macao's economy through scientific and technological innovation, and supporting Macao in actively integrating into the overall national development. Also present at the meeting were Tai Kin Ip, Secretary for Economy and Finance; Chan Kok, Director of the Chief Executive's Office; Cheung Tso Man, Director of the Policy Research and Regional Development Bureau; as well as Xu Chaofeng, Director-General of the Department of International Cooperation (Hong Kong, Macao and Taiwan Affairs Office) of MIIT; Zhang Shouhua, Director-General of the Department of High-Tech Industry; and Xie Cun, Director-General of the Department of Information and Communication Development of MIIT.

According to public information, Zhang Shouhua was born in Xining, Qinghai Province, in January 1976. He is an alumnus of the School of Management at NPU, where he completed his bachelor's, master's and doctoral studies. He has held various positions including Secretary of the Communist Youth League Committee of the School of Management at NPU, Deputy Section Chief of the Science and Technology Department, Director of the Major Projects Office, Vice President of the National Defense Science and Technology Research Institute, Deputy Director of the Department of Science and Technology Management and concurrently Director of the Military Scientific Research Office; Member of the Party Committee and Vice President of Xi'an Technological University; Member of the Standing Committee of the Yulin Municipal Party Committee, Secretary of the Political and Legal Committee, and Secretary of the Party Working Committee of Yulin High-Tech Industrial Development Zone (Yuheng Industrial Zone). In March 2022, he was appointed Deputy Party Secretary and President of Weinan Normal University. In November 2024, he took on the roles of Party Secretary and President of Weinan Normal University, and in April 2025, he became Party Secretary of the university.

According to information on the official website of MIIT, the Department of High-Tech Industry is responsible for organizing the formulation of development and industrialization plans and policies for high and new technologies in relevant fields, conducting demand analysis for technological development in related areas, proposing major tasks and supervising their implementation, and promoting research and development of major key technologies.
