On the morning of April 9, 2019, the Shaanxi Provincial Conference on Technological Innovation and Science and Technology Awards was grandly held at Shaanxi Guesthouse, presided over by Liu Guozhong, Governor of Shaanxi Province.
Hu Heping, Secretary of the Shaanxi Provincial Party Committee, attended and delivered a speech at the conference. Also present were He Rong, Deputy Secretary of the Provincial Party Committee; Zhang Guangzhi and Niu Yibing, Members of the Standing Committee of the Provincial Party Committee; Zhu Jingzhi, Deputy Director of the Standing Committee of the Provincial People's Congress; and Li Xiaodong, Vice Chairman of the Provincial Committee of the Chinese People's Political Consultative Conference. Zhao Gang, Deputy Governor, read out the Decision of the People's Government of Shaanxi Province on the 2018 Shaanxi Provincial Science and Technology Awards. In 2018, two individuals were conferred the Top Achievement Award of Shaanxi Provincial Science and Technology, along with 39 first prizes, 107 second prizes and 114 third prizes. The project led by Professor Guo Peng from the School of Management was awarded the Second Prize of Shaanxi Provincial Science and Technology in 2018.

Achievement Title: Research on Project Portfolio Decision - making, Risk Evolution and Measurement Based on Population Theory and Interactive Coupling Network

With the gradual transformation of the traditional vertical economic operation mode to a horizontal one, complexity has become a prominent problem in project portfolio decision - making and its risk management. This project has established a relatively systematic research framework for project portfolio decision - making and risk measurement. Its research outcomes, such as the proposed ecological decision - making paradigm for project portfolios, decision - making on project scale effectiveness, and multi - dimensional risk measurement models, boast significant innovations.
The research has secured 5 grants from the National Natural Science Foundation of China, 2 from the National Social Science Foundation of China, and 2 from the Humanities and Social Sciences Research Projects of the Ministry of Education. Over 70 academic papers have been published in prestigious journals, including those indexed by SCI and EI, as well as Class A and B journals recognized by the National Natural Science Foundation of China. The cited times of these papers by others have reached 172.
Meanwhile, on the basis of theoretical research, great emphasis is placed on integrating theory with practice, and remarkable application effects have been achieved especially in the project management of the national defense science and technology industry. The team has established sound cooperative relations with institutions such as the China Aerospace Standardization Institute, the AVIC First Aircraft Institute, AVIC Jiangxi Hongdu Aviation Industry Group Corporation Limited, and Xi'an Flight Control Research Institute. It has presided over 5 sub - projects of major special programs and cooperative projects between the government and enterprises.
The research achievements have been successfully transformed and applied to solving the decision - making and risk management problems of complex R & D projects in the aerospace and aviation fields. They play an important role in optimizing decision - making and controlling risks in the context of multi - project management, thereby further promoting the scientization and standardization of project management in the field of complex aerospace project management.
