On June 25, Professor Li Jin from the School of Management, Xi'an Jiaotong University, was invited to deliver a special lecture entitled "Risk Management of Cross-border Data: Theoretical and Practical Exploration" in Lecture Hall 214, School of Management, Northwestern Polytechnical University. The lecture was hosted by Associate Professor Wang Peng of the School of Management. Doctoral and master students as well as some faculty members of the School of Management attended the lecture.

In this report, centered on "computing power infrastructure, theories and practical exploration of cross-border data", Professor Li Jin focused on security governance, institutional boundaries and value realization in cross-border data flow under the background of digital economy, and systematically introduced the research progress of his team in relevant fields. Starting from computing power infrastructure and cross-border data risks, Professor Li systematically analyzed the relationship between cross-border data security and economic value, combining computing power empowerment, legal policies such as the Cybersecurity Law and GDPR, as well as data sovereignty issues. Professor Li Jin pointed out that cross-border data governance involves both technical feasibility and compliance boundaries and governance logic. Only by balancing security bottom lines, institutional constraints and development demands can we promote higher-quality circulation of data elements. In the part of research on cross-border data flow, Professor Li focused on research ideas including risk identification, dynamic network modeling, legal deterrence effect and policy innovation. Combined with practical cases of enterprise compliance and regulatory platforms, he illustrated how to transform real governance problems into testable academic ones. Professor Li emphasized that research on cross-border data should not be limited to a single perspective, but should pay attention to risk identification, mechanism interpretation and policy design simultaneously, so that research conclusions can respond to real demands in governance practice.
During the Q&A session, participating teachers and students exchanged views on issues such as the trade-off between security and efficiency in cross-border data governance, multidisciplinary research methods and directions for policy innovation. Combining the lecture content and his own research experience, Professor Li responded to relevant questions and shared suggestions on building research frameworks from management, legal and technical dimensions, extracting research propositions from practical scenarios, and enhancing theoretical explanatory power.
Centered on cross-border data risk management and cross-border data flow research, Professor Li’s lecture integrated management, law and technical governance. It helps teachers and students further understand key issues and research paths in cross-border data flow, and provides useful inspiration for subsequent multidisciplinary research.
