I. Introduction to Partner University
Founded in 1905 and located in Singapore, the National University of Singapore (NUS) is the world’s top‑class leading university in Singapore.
NUS advances high‑level education and research within an international framework, with distinctive Asian perspectives and strengths.
In the 2025 QS World University Rankings, NUS ranked 8th globally and has been No.1 in Asia for seven consecutive years, standing at the forefront of global higher education.
National University of Singapore (Suzhou) Research Institute (NUSRI) is the first research institute in China operated and managed by a foreign university, representing further deepening of education and science‑technology cooperation between China and Singapore.
II. Program Overview
The 311 Talent Cultivation Program aims to integrate the superior resources of China and Singapore for innovative development, and jointly cultivate first‑class professional top‑tier innovative talents.
The program is open to third‑year undergraduate students of the School of Management, Northwestern Polytechnical University (NPU).
It provides an all‑English teaching platform and an authentic curriculum system from NUS, helping students gradually adapt to overseas study and transition to NUS’s academic pace.
Students complete their first three years of study at NPU.
In the fourth year, they take one year of bridging courses at NUSRI.
Upon fulfilling NPU’s graduation and degree conferment requirements, students will receive
NPU bachelor’s degree certificate and undergraduate graduation certificate.
After obtaining the undergraduate graduation and degree certificates, students who meet NUS’s master’s admission requirements may pursue master’s studies at NUS in the fifth year.
Upon satisfying NUS’s degree conferment criteria, students will be awarded
NUS master’s degree.
III. Application Requirements
Major Requirement
In principle, the NUS Industrial and Systems Engineering and Management (ISEM) program targets third‑year undergraduate students majoring in Engineering Management at the School of Management, NPU.
(Note: Students from other majors should contact the School’s International Affairs Office first.)
Academic Requirement
Meet the admission requirements of the NUS ISEM Department:
Final admission is decided jointly by NUS, NUSRI and the School of Management through a merit‑based selection process.
English Requirement
TOEFL iBT: 85 or above
IELTS: 6.0 or above
Students who do not yet have an English score may apply first and submit the score later (submission as soon as possible is recommended).
IV. Admission Process & Application Timeline
Application Deadline for this year: March 28, 2025
Interested students shall:
Submit the electronic version of the application form (see attachment) to the School’s International Affairs Office within the application period.
Register a personal account and apply online via the NUSRI admission system:
http://application.nusri.cn/NusriEdu/register/registerAccount
Upload the required supporting documents:
Color scanned copies of Chinese and English transcripts for the first five semesters.
If the transcript does not show the 100‑scale weighted average score, an official weighted average score certificate must be submitted separately.
Color scanned copies of IELTS/TOEFL score report.
If not available, CET‑4 / CET‑6 score may be uploaded temporarily.
Students who meet the admission standards will participate in the interview and selection organized by the joint selection panel of NUS and NUSRI.
