On the morning of May 22, 2024, at the invitation of the School of Management, Professor Li Jianfa from Xiamen University delivered an academic report entitled China’s Government Accounting Reform Oriented by Governance and Performance in Lecture Hall 212 of the School of Management. The session was hosted by Professor Chen Lin, Vice Dean of the School of Management, and attended by some teachers and students of the school.
The report was developed around three aspects: "Government Accounting Reform: From Budgetary Accounting to Government Accounting", "The Era Background and Advancement of Government Accounting Reform", and "Promoting Government Accounting Reform with Governance and Performance as the Orientation". Professor Li Jianfa introduced the evolutionary process of government accounting from cash basis to accrual basis, and highlighted the importance of government accounting reform by enumerating potential problems brought by budgetary accounting. Subsequently, Professor Li analyzed the international background and domestic environment, and put forward suggestions for China’s future government accounting reports, such as accelerating the construction of the government accounting governance system and governance capacity, consolidating the foundation of government governance and budget governance, and promoting the coordinated reform of government accounting with public management and public finance.
After the presentation, Professor Li Jianfa patiently answered the questions raised by the students. Finally, Professor Chen Lin summarized the session. All participating teachers and students benefited greatly and expressed their gratitude to Professor Li Jianfa with warm applause.
Speaker ProfileLi Jianfa holds a Doctor of Economics (Accounting) degree. He is a Professor and Doctoral Supervisor at the School of Management, Xiamen University, an expert enjoying Special Government Allowance of the State Council, a National Leading Talent, and a member of the 8th Business Administration Disciplinary Review Group of the Academic Degrees Committee of the State Council. His main research areas include financial accounting, public sector financial management, and government and non-profit organization accounting, and his research in the field of government and non-profit organization accounting is at the leading level in China. He has undertaken more than 20 projects, including Major Projects and Key Projects of the National Social Science Fund of China and the National Natural Science Foundation of China. He has published more than 80 academic papers and compiled over 20 monographs, textbooks and translations. He has won many awards such as the First-Class Award for Scientific and Technological Progress of the Ministry of Education and the First-Class Award for Excellent Achievements in Philosophy and Social Sciences of Fujian Province.
