The Civilian-Military Integration Development Strategy Research Center (hereinafter referred to as the "Center") is a new-type university think tank established in November 2016 to thoroughly implement the national military-civilian integration strategy. It is also recognized as the "Shaanxi Collaborative Innovation Research Center for Military-Civilian Integration Development" (the second batch of key research bases for philosophy and social sciences in Shaanxi Province, Document No. 02 [2017] of Shaanxi Philosophy and Social Sciences) approved by the Publicity Department of the CPC Shaanxi Provincial Committee in 2017, and the "Shaanxi Soft Science Research Base for Military-Civilian Integration Development Strategy" (the first batch of soft science research bases in Shaanxi Province, Document No. 178 [2017] of Shaanxi Science and Technology Department) approved by the Shaanxi Provincial Department of Science and Technology.
In 2018, relying on the Research Center for Military-Civilian Integration Development Strategy, the Office of the Military-Civilian Integration Development Committee of the CPC Shaanxi Provincial Committee approved the establishment of the "Shaanxi Military-Civilian Integration Training Base" (Document No. 224 [2018] of the Shaanxi Military-Civilian Integration Office) and the "Shaanxi Military-Civilian Integration Evaluation Center" (Document No. 256 [2018] of the Shaanxi Military-Civilian Integration Office). Additionally, the Center signed a strategic cooperation agreement with the China National Science and Technology Evaluation Center and established the "Research Center for Science and Technology Military-Civilian Integration Evaluation".
As the only university-based military-civilian integration think tank in Shaanxi recognized by the Office of the Military-Civilian Integration Development Committee of the CPC Shaanxi Provincial Committee, the Center is rooted in China's national conditions and military realities. In accordance with the requirements of higher authorities, it leverages the university's unique advantage of "integrating military and civilian sectors", effectively integrates the academic research capabilities and intellectual resources of relevant universities and research institutions. It conducts in-depth analysis of prominent issues in the in-depth development of China's military-civilian integration, and draws on the experience of developed countries in promoting military-civilian integration. The Center provides decision support for the institutional, mechanism and policy design of the in-depth development of China's military-civilian integration, and has become a think tank supporting Shaanxi and contributing to China's in-depth development of military-civilian integration.
