Against the backdrop of the rapid development of a new generation of information technologies such as artificial intelligence, big data and the Internet of Things, digital and intelligent technologies are fully empowering the modernization of emergency management. To conduct an in-depth discussion on the integrated application of digital and intelligent technologies in all processes and multiple links of emergency management, the 2025 Academic Annual Conference of Shaanxi Society of Emergency Management was successfully held on November 20 at the Nanshan Garden International Academic Exchange Center of Northwestern Polytechnical University (NPU). Hosted by the Shaanxi Society of Emergency Management and co-organized by the Institute of Emergency Management of NPU, the School of Management of NPU, the Association for Science and Technology of NPU and the Research Institute of Science and Technology of NPU, this year’s conference themed "Empowering Emergency Management with Digital and Intelligent Technologies" brought together numerous experts, scholars and practitioners in the field to jointly explore new development paths for smart emergency management.

The conference specially invited distinguished professors to deliver keynote speeches, who shared the latest research achievements and practical insights of digital and intelligent technologies in the field of emergency management on various themes. The invited professors and their respective speech themes are as follows: Professor Wei Jiuchang, Executive Dean of the School of Public Affairs at the University of Science and Technology of China, on Improving Risk Cognition and Resilient Governance; Professor Guo Xuesong, Vice Dean of the School of Public Policy and Administration at Xi'an Jiaotong University, on Urban Compound Disaster Governance System; Professor Qian Hongwei, Director of the Research Center for Emergency Science and Engineering at Henan Polytechnic University, on The Current Situation and Development Trends of Smart Emergency Management; and Professor Che Ada, Dean of the School of Management at NPU, on Urban Post-disaster Emergency Drainage Integrating Social Media Information. The keynote speech session was chaired by Professor Dang Xinghua from Xi'an University of Technology and Professor Cao Rong from Northwest University respectively.

Prior to the keynote speeches, Professor Yang Naiding, Chairman of the Society, delivered an opening address. He first extended a warm welcome to all participating guests, expounded on the background and objectives of the conference, and called on experts and scholars to actively engage in the theoretical research and practical exploration of emergency management, and jointly promote the high-quality development of the emergency management cause in the new era.

This annual conference attracted more than 100 scholars, experts and member representatives from universities, research institutions and enterprises in Shaanxi Province. The conference was presided over by Zhang Yanlu, Secretary-General of the Society.
