On August 25, Professor Liu Dehai from Dongbei University of Finance and Economics was invited to deliver an academic lecture entitled Multiple Challenges and Key Scientific Issues Facing the Emergency Management Discipline in the Digital-Intelligent Era in Lecture Hall 210 of the School of Management. The lecture was hosted by Professor Che Ada, Dean of the School of Management, and attended by some teachers and students of the school.
In the lecture, Professor Liu Dehai first introduced the scientific research paradigm of emergency management and the uniqueness of its research issues. Subsequently, Professor Liu comprehensively analyzed the multiple challenges faced by the emergency management discipline in the context of the digital-intelligent era, especially the transformation from emergency management to preventive management and the marginalization of emergency needs internationally. He also elaborated on the key scientific issues arising from these challenges, such as the cross-domain risk evolution mechanism and critical threshold of complex giant systems, proposing that these problems can be solved through the combination of social computing (AI) and social experiments. Meanwhile, Professor Liu discussed the new demands and paradigm reconstruction of emergency management in the digital-intelligent era, including the new forms of traditional challenges, the application of digital governance technologies in emergency management, and the new technologies and business formats spawned by digital technologies.
Professor Liu Dehai’s lecture focused on cutting-edge fields with rich content and in-depth analysis. The participating teachers and students showed great interest in the lecture content and conducted in-depth exchanges and discussions on the application of digital technologies in emergency management. The holding of this lecture further deepened the teachers and students' understanding of the emergency management research field in the digital-intelligent era and broadened their academic horizons.
Introduction of Lecturer
Liu Dehai is the Dean of the School of Public Administration, Dongbei University of Finance and Economics. He has long been engaged in research on social crises and emergency management of sudden incidents. He has presided over 1 Key Project of the National Social Science Fund, 5 Youth and General Projects of the National Natural Science Fund in the field of emergency management, and 1 Key Project of the National Education Science Planning. He has published more than 150 academic papers in journals such as Production and Operations Management (POM), Risk Analysis, European Journal of Operational Research (EJOR), Journal of Management Sciences in China, Journal of Public Management, and Systems Engineering — Theory & Practice. He holds the title of the 5th Batch of "Liaoning Distinguished Professor". He serves as the 11th Standing Director of the Chinese Society of Optimization, Overall Planning and Economic Mathematics, the 6th Chairman of the Higher Education Management Branch, and the 5th Vice Chairman of the Emergency Management Professional Committee; he also serves as an editorial board member of core journals such as Operations Research and Management Science, Journal of Catastrophology, Journal of Systems Science and Mathematical Sciences, and Safety and Environmental Engineering. His relevant emergency management research achievements have won the 2019 Liaoning Provincial Natural Science Award (Third Class) and the 2015 7th Higher Education Institution Scientific Research Outstanding Achievement Award (Third Class in Humanities and Social Sciences). He was awarded the Excellent Doctoral Dissertation Supervisor of Liaoning Province in 2021, 2022, 2024, and 2025.
